I built this unit in 1989 to coincide with the release of Ghostbusters 2. It's based on close observation of a high quality videotape I recorded off of ABC at the TV station at which I worked.
I built a positive out of balsa wood, from which I made fiberglass molds (ouch) and then fiberglass shells. With some engineering help on the electronics, I built an electromechanical mechanism around an old model tank motor to drive the wings. It uses a two-stage touch switch; the bottom leads put the arms halfway up, with slow lights. Touching the upper lead puts the arms up all the way and increases the speed of the lights. Relays and microswitches control starting, stopping and reversing the motor.
Around 8 or so years ago I came into possession of an Iona shoe polisher, along with some good reference photos from Modern Props. I've also got a circuit to drive a servo to control the arms, and I've sort of learned how to make RTV casts. But I've yet to put a new PKE meter together; maybe this website will get my creative juices going again.
