DVD Burners for RGB episodes?

What exactly can a DVD burner do besides copying DVDS? Can you take MPG/Avi movies found on the net and burn them onto a blank DVD? Can anyone give me a heads up on what they can do? I really want to make some Real ghostbusters dvds but I don't know exactly if I can do that or not.

Correct me if I'm wrong... but doesn't "burner" imply burning data on to a DVD?

Well yeah but you can burn movies onto a DVD burner I presume and watch them on a DVD burner

Hey, just to let you know, you can do all this. If you havent heard, I already created an RGB DVD of all season 1 episodes. Need any help with anything, let me know.
