No, GB1 is considered to be one of the one of the highest grossing movies ever.
I remember looking up in a '98 Almanac and it listed the top 50 movies according to how much they made (total). Ghostbusters was within the top 10 (I believe 5 or 6). The highest grossing movie listed at that time was E.T. followed by Forrest Gump & Jurassic Park. Other movies I remember seeing in the list were (in no particular order) Who Framed Roger Rabbit, one of the Indiana Jones movies, Gone With the Wind, 2 of the Star Wars films, I think Wizard of Oz, one of the Disney films (forget which one). And so on.

They don’t just call them The Real Ghostbusters for no reason! Take a look at Take Two, Citizen Ghost, The Ghostbusters Omnibus Timeline, THE GHOSTBUSTERS FACT LIST, and RGB Truly Canon with the Movies?, and you’ll see why!

But yet hardly anyone cares about it today. Maybe when the comic comes out, then it will catch at least a little fire.

Ghostbusters II was not a failure at all, but I'm sure some execs were hoping for stronger performance.
Batman was the top-grossing film domestically of the year and that and Honey, I Shrunk the Kids (5th highest-grossing film domestically) both opened the week after Ghostbusters II did. So, undoubtedly, those two took some wind out of GBII's sails.
But even today, $112 million is no shabby amount, and Ghostbusters II was the 7th-highest grossing film of the year, even outperforming hits like The Little Mermaid, Driving Miss Daisy, and Dead Poets Society.
