It's run by a lady called Sheila Paulson who writes the most incredible RGB fan fic I've ever read online. She also features works from other writers which are mostly just as good and offers links to places where you can buy fanzines. 
Highly recommended.

Yes, Sheila Paulson's work is legendery, though maybe it should be made a sticky for all to see.
