Actually Harold Ramis did a re-write of Dan's script together with Aykroyd.
Look at ign to find out more about it...
I'll paste here a bit from an inteview with Harold
>>>the new issue of Scr(i)pt magazine (Nov/Dec, 2002). Within its pages is an interview with Harold Ramis by journalist David Cohen. Of Ghostbusters 3, Ramis told Cohen: "I wrote a draft though, we had a pretty good idea – Ghostbusters go to hell. But the deal couldn't be made."
"It's sad that the economics became so overwhelming," said Cohen.
"It is," said Ramis. "We thought we'd introduce new Ghostbusters and appear as the mentors of the new Ghostbusters or not appear in it at all. Bill Murray wouldn't appear in it. I think he didn't want to see a sequel made, so he became kind of obstructionist about it."
"It's hard to do it without him," said Cohen.
"Well, it could have been three new Ghostbusters without any of us," said Ramis, "and the story Dan (Aykroyd) and I were evolving could have worked."

Zack's confusion is not something that's uncommon-- here's the problem.
Harold did have a go on a draft, however this is not the draft that Mr. "Stax" reviewed on ign.com. The draft that "Stax" took a look at was the original Aykroyd draft that Harold never had a hand in.
It makes perfect sense that the first Aykroyd draft lacked something and Stax didn't take into account that Harold Ramis is the genius behind the humor and character in Ghostbusters. Aykroyd was the brains and the research behind it all. Case in point Aykroyd's original draft for Ghostbusters 2 (which I will definitely talk about more in my column on GBHQ in the near future, I promise).
I would LOVE to get my hands on the draft that the two of them collaborated on. Undoubtedly, it will be miles of improvement from whatever rough draft Stax dug out of the Ocean Pictures dumpster.

GB3 could be made if they sacked off Bill I mean with a new cast why do they need HIM!! I know it ain't GB with out him but if hes got to go hes got to GO!

ah yeah, that would make all the difference then  I've pretty much rejected the possibility of a sequel awhile back and didn't really pay attention to that tidbit. My mistake.

I asked "Stax" about that matter. And he said he reviewed early version script written by Dan, before Ramis join the work on GB3. In fact The Stax' report on the screenplay does big injustice to the GB3.
He took something unfinished, unpolished, early-staged and review it as a real GB3's screenplay.
I asked Stax about the first draft of the orginal GB, and he said the first version of original one was awful too.
So all this report is just jack's talking.
